Desired Start Date Position End Date (if temporary) To ensure full consideration, applications must be received by 11:59pm (MT) on 07/13/2022 Description of Work Unit The Analytical Resources Core ( ARC ) is an Institutional Core in the Office of the Vice President for Research ( OVPR ) at CSU . It is comprised of three centers: Materials and Molecular Analysis, Imaging and Surface Science, and Bioanalysis and Omics. The mission of the ARC is to provide analytical instrumentation, services and expertise that exceeds the normal resources on individual research programs, and to make those technologies available as a shared resource. Position Summary The Business Manager of the ARC is responsible for a broad range of financial management, including management of the daily business and financial operations, financial oversight, business planning, and reporting and analysis. This position serves as the Fiscal Officer and Account Manager in the Kuali Financial System for all ARC accounts and ensures funds are spent and managed appropriately and within applicable policies and guidelines. This position will interface with ARC staff, internal/external customers, and their fiscal officers, purchasing agents, the OVPR Chief Financial Officer, the OVPR Cores Business Manager, and other stakeholders on campus.The Business Manager acts as the department's expert on fiscal matters and will consistently remain up to date by attending professional training of ongoing changes in best practices, policies, and laws within the University to ensure the department is functioning in a proper, legal, and fiscally responsible manner. The Business Manager serves as the head of the ARC's business office and will supervise other administrative support staff. These may include support staff in areas such as fiscal processes, general administrative support to the Directors and human resources. The business manager will be responsible for staff development, performance management, employee relations, and recruitment and selection for these administrative positions as well as student and non-student hourlies within the ARC business office. The individual in this position reports to the Director of ARC . Required Job Qualifications + Bachelor's degree in relevant field+ Three years of experience in an occupational field related to the work assigned to the position. Preferred Job Qualifications + Master's degree in business, management, finance, accounting, or a related field.+ Demonstrated supervisory experience+ Two years of experience in Kuali financial, Kuali Research, Agilent CrossLab iLab, and/or Oracle human resource systems, or similar financial, management, and human resource systems, including working with various funding sources and knowledge of related University, State and Federal regulations.+ Experience working in a complex academic or business office.+ Experience working in customer service, requiring internal and external communication.+ Experience with data analysis and management report generation.+ Strong working knowledge of Microsoft Office suite including extensive experience in Word, Outlook, and especially complex Excel workbooks.+ Demonstration of effective written communication skills.+ Expertise in recharge and service center cost recovery mechanisms, including business plan development for service centers. Essential Duties Job Duty Category Fiscal and Business Operations Duty/Responsibility Manages the overall ARC business operations and policies to enable ARC to pursue its mission and support CSU's Core Initiatives.Develops and manages ARC recharge center finances, including working with center directors on business planning, allocation, oversight, and management of the general operation sub-funds.Review and adjust business plan and billing rates for all ARC recharge and general operations accountsWorks with ARC scientists for budget development for extramural awards/proposals.General oversight of ARC's financial status and decision-making regarding funding sources.Provide fiscal operational leadership for the stockroom and other ARC administrative assistants.Approve expenditures, prepare budget transfers, perform data mining, and design management reports to facilitate financial decision-making.Provide communications both written and oral that are professional and representative of departmental leadership. Develop monthly management and financial reports from data extracted from the university financial system and human resource system to provide information and forecasting to the center directors for decision making. Percentage Of Time 50% Job Duty Category Strategic Operations Duty/Responsibility Independently analyze complex interdepartmental activities in relation to the project scope, schedule, and budget to identify risks, contingencies, and alternatives. Must consistently exercise discretion and judgment to meet facility objectives. Show proficiency in a wide range of management skills, including maintenance of complex schedules and timelines, efficient change control management, cross-team leadership, risk mitigation, client communications, etc.Manage routine client and internal ARC communications including team meetings, client meetings, and enterprise document management.Must be able to communicate with internal and external stakeholders effectively.Required to manage and record complex meeting action/discovery items, prepare meeting agendas, and disseminate project information.Keep the ARC Director informed of the status of each project's deliverables, schedules, quality, and deficiencies.Develop procedures, processes, and internal controls in accordance with generally accepted accounting principles ( GAAP ), federal and state regulations and university policies.Consult with Cores Business Manager to recommend areas for process improvement and increased efficiencies across all Cores. Percentage Of Time 30% Job Duty Category Financial and Administrative Operations Duty/Responsibility Perform labor distribution changes and past period distribution adjustments; monitor I-9 and appointment end dates. Conduct pre-review in effort certification system to ensure appropriate effort on projects. Oversee fiscal year end close process. Track departmental commitments to and from university resources (IT, marketing, website management). Serve as primary financial and human resources liaison to the OVPR Chief Financial Officer, Business and Financial Services, and Human Resources Department. Monitor departmental accounts and Pcard activity for compliance, proper allocation, and documentation. Oversee billing for internal and external customers. Supervise any ARC administrative personnel, which may include full or part-time, permanent, or temporary staff. Support training and professional development, establish standards/goals, address performance issues, and conduct performance evaluations for any supervised staff. Develop position descriptions, interview, and hire ARC business office administrative staff when needed. Ensure accounting and human resource operations are documented with standard operating procedures. Review and approve all payroll actions and corrections. Inspire teamwork, service, and a productive work environment. Manage and allocate employee job responsibilities to streamline workload and meet goals of department. Monitor service contracts, MOUs (Memorandum of Understanding), memberships, and software subscriptions for renewal dates and use appropriate procurement instruments to submit payments. Track leases and amortization schedules and review payments.
