08/01/2022 Description of Work Unit The College of Veterinary
Medicine and Biomedical Sciences Human Resources team partners with
six academic and administrative college departments to oversee and
lead the colleges Human Resources strategic and operational
functions. The team is responsible for developing, administering
and supporting policies, procedures and programs that will build
and sustain an inclusive, collaborative, transparent, accountable
and high performance workforce; effectively elevating the colleges
mission of helping to improve the health of animals, people and the
planet.Position Summary The Veterinary Health System ( VHS ) Senior
Human Resources Generalist (Sr HRG ) oversees and manages the human
resource operations for the service entities within the VHS
(Veterinary Teaching Hospital, Animal Cancer Center, Veterinary
Diagnostic Laboratories, Veterinary Diagnostic Imaging,
Translational Medicine Institute, Equine Hospital). They will
partner with VHS and academic department leadership to deliver
consistent and high level human resource programs and services
across the full veterinary health system. The Sr HRG is accountable
for administering and supporting policies, procedures, and programs
that will develop and sustain an inclusive, collaborative and
high-performance workforce. The HRG provides HR leadership by
mentoring and providing oversight to the assignments and
responsibilities of all local HR liaisons in the various
units/departments of the VHS . The VHS HRG will join the college
human resources team and report to the CVMBS HR Director.Required
Job Qualifications
- Bachelors degree in Human Resources, Business
Management/Administration, or closely related field.
- Minimum of five years broad generalist experience. Professional
HR Certification may substitute for 2 of the 5 years.
- Proficiency with HR technology, specifically a ATS , LMS , and
HRIS
- Proficiency with data analysis, interpretation, and applied
metrics to strategic initiatives.
- Leadership, mentorship, and/or supervisory experience in a
progressive HR environment.Preferred Job Qualifications
- Masters degree in Human Resources, Business
Management/Administration, Organizational Development, or closely
related field.
- HR experience in a medical or healthcare environment.
- HR experience in a higher education environment.
- Experience creating and delivering supervisor/employee
professional development programs

- Counsels on staffing strategies and structures needed for the
forming veterinary health system and the current collaborative
membership entities/services.
- Provides supervisor mentoring in the position development ( PDQ
/job description creation/modification), recruiting, hiring,
orientation and onboarding efforts.
- Liaisons between CVMBS VHS entities and CSU central HR as
needed to elevate needs or concerns.
- Develops, maintains and facilitates orientation and onboarding
tools for employees and supervisors ( NEO sessions, onboarding map,
training/certification tracking, etc.). Builds on the
implementation of a comprehensive onboarding strategy that aligns
with the new VHS structure, mission, and vision.
- Provides leadership in VHS partnerships, cross-training and
inclusion strategies.
- Develops and provides oversight to succession planning
processes and initiatives.
- Aligns talent acquisition and workforce structure/development
strategies with the mission/goals of the Veterinary Health System,
the CVMBS shared values of Collaboration, Accountability, Respect,
Innovation, and Transparency as well as the CSU Principles of
Community (Inclusion, Integrity, Respect, Service, and Social

- Leads and supports VHS employee engagement, climate and culture
efforts. Empowers the supervisor/employee relationship to reinforce
the VHS culture objectives that are established with the VHS People
First group.
- Coordinates and supports Training and Professional Development.
Advises and assists with employee-training program(s). Provides
necessary HR education, materials and communication to supervisors
and employees.
- Advises on and assists with the Organization Development
needs.
- Supports HR environmental health, safety and wellness
activities and initiatives. In partnership with VHS
Safety/Facilities leadership, establishes a comprehensive and
sustainable VHS employee safety and health program that includes
the following: 1) A standardized safety & health training program
within the CSU Bridge (MyLearning) system. 2) An
accident/incident/violation system and process. 3) An enhanced
education and awareness strategy for resources and programs for
employee health mental, emotional, & physical.
- Aligns climate and culture strategies with the mission/goals of
the VHS , the CVMBS shared values of Collaboration, Accountability,
Respect, Innovation, and Transparency as well as the CSU Principles
of Community (Inclusion, Integrity, Respect, Service, and Social

and Performance Management Duty/Responsibility
- Coordinates and supports employee relations functions. Provides
policies/procedures guidance, mediation assistance, EAP
education/referrals, etc. Recommends employee relations practices
necessary to establish and maintain positive employer-employee
relationships. Counsels supervisors on employee issues. Provides
position audits, workflow assessments, resource/training
assessments, etc. in an effort to support employee relations and
overall staff management processes and initiatives.
- Advises supervisors on the Performance Management System.
Counsels supervisors on retention strategies, motivation
strategies, professional development opportunities, progressive
discipline, etc. Helps to establish relationships for a
high-performance environment.
- Partners with the CVMBS HR Case Manager and VHS HR liaisons to
facilitate and coordinate FML , disability, and workers
compensation claims/cases. Percentage Of Time 20 Job Duty Category
Operations, Policies/Procedures Duty/Responsibility
- Partners with VHS leadership, Business Officers, CVMBS HR,
CVMBS Administration, and CSU HR/Administration to communicate HR
policies and procedures. Establishes employment guidelines and
resources for entities within the VHS / VHC . Works with Business
Officers, Administrators and HR Liaisons to develop and modify
process checklists, tools, resources, etc. for the full life-cycle
of employment. Facilitates and communicates processes/events via
email reminders, memos, workshops, training, etc.
- Participates in and provides information in VHS ,
administrative, and departmental meetings.
- Partners with CVMBS and CSU HR as well as other CSU resources
to stay informed and influence recommended change.
- Advocates for VHS needs and becomes well-versed in the
academic, business, and operational practices that inform those
needs.
- Ensures compliance with federal employment laws, university
policies/procedures, state statutes/rules, and general employment
law best practices.
- Demonstrates ethical and transparent communication and conduct
while maintaining confidentiality as appropriate.

Job Duty Category VHS HR Liaison Mentorship, Training/Development
Duty/Responsibility Mentors VHS HR liaisons and collaborates with
Business Officers, to provide guidance and opportunities for HR
professional development. Holds liaisons accountable to HR best
practices and CVMBS / CSU policies/procedures. Supports and
maintains a human resources staffing structure that ensures the VHS
community can expect a high level of competency and responsive

Provides oversight to the daily information processing using the
HRIS (Oracle) and time clock program/processes managed/completed by
the departmental HR liaisons. Provides guidance regarding wage/hour

entry and pay processes. Analyzes HR reports, metrics, dashboards,
etc., providing interpretation, guidance, and expertise for overall
data management, tracking, trending, staffing ROI , etc.Percentage
