Job Description:
Job Description Background The Portfolio Analysis Team (PAT) is
within the Policies, Procedures, and Systems Assurance Division of
the Office of System Architecture and Advanced Planning (OSAAP) in
the National Environmental Satellite, Data, and Information Service
(NESDIS) within the National Ocean and Atmospheric Administration
(NOAA) located in Silver Spring, MD. OSAAP PAT provides observing
requirements data, observing system portfolio/architecture
analysis, and manages the data sets for analytical support to
NESDIS and NOAA senior leadership, and the NOAA Observing Systems
Council (NOSC). In this capacity, OSAAP PAT is the analytical
working group for the Observing Systems Committee (OSC), a NOSC
Sub-Committee. OSAAP PAT manages the Earth Observing Systems (EOS),
Earth Observing Requirements (EOR), and product value tree
information (VTI) data sets for NESDIS and NOAA. OSAAP PAT also
provides technical support and analysis, program advocacy, and
capital asset planning recommendations to NOAA leadership. OSAAP
PAT maintains, manages, and stores the data sets for all of
NOAA---s observing systems, observing requirements, and observing
system portfolio analyses, as well as NESDIS--- product and
requirements data sets. OSAAP PAT utilizes these data sets to carry
out its analyses. OSAAP PAT---s analytical products provide
information to help NOAA and NESDIS Senior Leadership make informed
decisions related to mission planning, observing system
architecture, budgeting, and mission sustainment. OSAAP PAT must
also maintain sound program management, consistent and accurate
analysis tools, and an efficient action tracking system. OSAAP PAT
requires contract support to ensure these data sets are
coordinated, functional, reliable and enhanced as needed; and the
overall flow of information is uninterrupted. The contractor shall
assist OSAAP PAT in the optimum planning for NOAA---s observing
needs as well as NESDIS--- planning needs more specifically. The
contractor shall contribute to solutions to support distributed,
partnered and centralized observing needs and strive for more
effective and cost-efficient observing and data management
operations. OSAAP PAT is continually tasked with providing
leadership, line offices and individuals across NOAA with sound and
accurate information on the management of NOAA Observing Portfolio
of Systems and Observing Requirements. OSAAP PAT has informational
interactive websites and data that provide NOAA with up to date and

OSAAP PAT is called on by the NOSC to conduct technical assessments
and technical analysis and provide recommendations to improve and
optimize the design, organization and end to end planning of the
NOAA Observing System portfolio. OSAAP PAT provides strategic
planning, observing systems portfolios, program advocacy,
requirements collection, assessment, and validation to NOAA---s
Line Offices. OSAAP PAT performs observing and information system
assessments and analyses for the NOSC, and submits recommendations
as to thebest efficiency of our system portfolio. OSAAP PAT also
provides support to the entire NOAA community and other Federal
agencies by providing data and/or data analyses using in-house
databases and associated customized analysis tools. Additionally,
OSAAP PAT provides analysis and recommendations to support
NESDIS--- user engagement, architecture and product and service
strategies through its NOAA value chain and requirements
evaluations. OSAAP PAT integrates NESDIS--- product and
requirements datasets into the larger NOAA data sets for
facilitating NESDIS decision making and planning through
assessments and analyses. OSAAP PAT provides the stewardship for
the observation systems and requirements datasets for NOAA---s
observing capabilities and provides analysis on the satisfaction of
the products produced. The system that houses the data is called
the Earth Observation Requirements Evaluation System (EORES). EORES
I s a relational database system architecture jointly developed by
the United States Geological Survey (USGS) and NOAA. The objective
of the work is to collect, manage, and enhance NOAA---s observing
requirements, observing system inventory, system capabilities,
systems life cycle cost information, and the key NOAA products and
services that use these observing systems. OSAAP PAT also provides
strategic planning analysis, observing systems portfolio assessment
and product impact assessment for NESDIS and NOAA using OSAAP PAT
databases, customized analysis tools, data analyses, and associated
capabilities. The prime objective of OSAAP PAT---s work is to
provide the best observing system portfolio for the dollars spent.
OSAAP PAT also needs to provide maintenance, integrity, and
archiving of the data. Team Lead Provide a contractor task leader
to guide the team and provide an interface with division
leadership. Support the continued development of Earth Observation
Requirements Evaluation System (EORES). Define, refine, and make
recommendations for strategic planning, communications plans, IT
architecture, and project portfolios. Foster and maintain intra-and
inter-NOAA partnerships, including: representing NOAA---s interests
as the NOAA lead for the system design, planning, execution, and
maintenance of a database application for storing and managing
Earth observing requirements, observation capabilities, and value
assessments (EORES-Earth Observation Requirements Evaluation System
which has been jointly developed and built by a NOAA-USGS team);
representing NOAA---s interests working with the NESDIS OCIO, who
maintains NESDIS IT infrastructure. Investigate, provide solutions,
and make recommendations to solve application issues and
shortcomings, including performing trade studies of commercial
alternatives to building systems in- house. Lead and coordinate
testing of database releases, including updating testing
documentation. Ability to analyze and resolve complex issues.
Provide extensive knowledge of information systems operation and
management. Represent the EORES team at OSAAP Portfolio Analysis
Team (PAT) Staff meetings, other applicable OSAAP Staff meetings,
and USGS meetings. Foster and maintain intra-and inter-NOAA
partnerships; liaison with USGS, other Federal agencies and
government working groups, as needed. 5 years demonstrable Database

and scripting languages like PHP, Java, HTML, Javascript, XML, and
PostGreSQL Experience defining and utilizing application program
