The unit also develops and manages contracted University vending services.Housing & Dining Services ( HDS ) is a multifaceted auxiliary organization responsible for management of on-campus housing facilities, residential dining, conferences, and the CSU Mountain Campus. Other areas within HDS include the RamCard, communications, sustainability, facilities, human resources, technology services, workplace education and business services. Approximately 450 full-time staff and 1,700 hourly and student staff serve the nearly 8,000 students who live on campus, in addition to other campus and community guests. Fort Collins is situated on the Front Range of the Rocky Mountains with views of 14,000-foot peaks, and offers access to numerous cultural, recreational and outdoor opportunities.Position Summary The RamCard Application and Data Specialist serves as a liaison for the RamCard Office with department staff, customers & stakeholders, systems end-users, campus colleagues, university technology staff, consultants, and business partners in the analysis, design, configuration, testing, performance, and maintenance of all RamCard systems, hardware, interfaces, web sites, applications, and business processes to ensure optimal operational performance. This position reports to the Associate Director in the RamCard Office.This position is responsible for managing relationships with RamCard stakeholders, systems end users, campus colleagues, university technology staff, consultants, and business partners in the analysis, design, configuration, testing, performance, and maintenance of all RamCard systems, hardware, interfaces, business processes, and applications to ensure optimal operational performance.Required Job Qualifications

  • Bachelors degree with a minimum of six years progressively related professional experience with business process analysis, business operations management, financial systems analysis, or equivalent experience.
  • Advanced computer skills and proven experience with complex data management and analysis including experience extracting and analyzing information from reports and online database management systems and business process development related database computer programs.

    • Effectively apply analytic and project management skills to thoroughly interpret and understand RamCard business needs and translate them into application and operational requirements. Decide operational objectives and system improvements by studying business functions, gathering information, evaluating output requirements and formats, and designing modifications.
    • Identify opportunities for improving business processes through information system and/or non-system changes; prepare proposals to develop new systems and/or operational changes. Analyze the feasibility of, and develop requirements for, new systems and enhancements to existing systems; ensure the system design fits RamCard business needs.
    • Design new business processes by analyzing requirements, constructing work-flow charts and diagrams, studying system capabilities, and writing specifications. Plan, organize, and conduct business process changes, improvement projects, and/or management reviews of RamCard systems. Conduct change impact analyses to assess the potential implication of changes. Document RamCard business rules, functions, and requirements.
    • Elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, task and workflow analysis, and business analysis. Critically evaluate information gathered from multiple sources, reconcile conflicts, decipher high-level information into details, summarize information to a general understanding, and distinguish user requirements from the underlying business need.
    • Structure large data sets to find usable information. Troubleshoot and diagnose data quality issues and anomalies and offer data finings and analysis outcomes. Establish and manage KPI data to measure program success and effectiveness. Analyze data to find patterns, correlations, and causations of RamCard program developments. Create data presentations and reports, using graphs, infographics, and other methods to visualize data that communicate clearly to technical and non-technical audiences.Percentage Of Time 40 Job Duty Category Process and Project Support Duty/Responsibility
    • Consult with management, personnel, and stakeholders to define and document business needs and objectives, current operational procedures, problems, input and output requirements, and levels of access for the campus one-card system.
    • Manage service support for staff and business partners utilizing RamCard systems software and hardware.
    • Oversee hardware installation and manage hardware/software problem resolutions, scheduled maintenance updates, inventory tracking, and service agreements.
    • Serve as office liaison with vendors and business partners.
    • Collaborate with various stakeholder units across the university who use the RamCard for effective business and/or service delivery.
    • Collect and analyze program data, evaluate program effectiveness via qualitative and quantitative measures from RamCard systems and stakeholders, evaluate and assess project successes and deficiencies. Prepare technical reports by collecting, analyzing, and summarizing information and trends. Consolidate information into cohesive and understandable correspondence or other written form and for use in management decision-making.
    • Collaborate on RamCard Office assessments to show areas of continuous improvement and opportunities for development. Evaluate if overall operations are meeting the established standards.
    • Lead initiatives with departments, student groups, and vendors to evaluate, develop, and implement new software and hardware applications using the functionality of the identification cards and RamCash account. Oversee development, review, and initiation of new campus card technologies. Supply information and specifications to campus departments, individuals, and student groups on the current identification card architecture.
    • Serve as the department technology liaison for hardware configuration, installation, and troubleshooting. Serve as the department software application specialist. Oversee and ensure that routine maintenance of system hardware and software is conducted promptly. Oversee and manage department and stakeholder hardware and software inventory.
    • Collaborate with Technology Services developers and subject matter experts by tracking activity, resolving problems, publishing progress reports, and recommending actions. Participate in user acceptance testing and testing of new system functionality.
    • Manage assigned projects according to Housing and Dining Services guidelines and standards.
